Germany–Israel Call for Joint R&D Projects 2026
Germany and Israel have launched the 17th Call for Proposals for Joint Research and Development (R&D) Projects under the Eureka Network Projects framework.
The call supports international collaborative R&D projects that develop innovative products, technology-based services and processes with strong commercialisation potential across Germany, Israel and the wider European market. Successful projects receive a Eureka Label, an internationally recognised mark of quality for market-oriented innovation collaborations.
Who Should Apply?
The opportunity is primarily aimed at:
- Small and medium-sized enterprises (SMEs)
- Technology companies
- Innovation-driven businesses
- Research organisations
- Universities (as consortium partners or subcontractors)
Consortium Requirements
Applicants must form an international consortium that includes:
- At least one German commercial company
- At least one Israeli commercial company
Research institutions and universities may participate as additional consortium partners or subcontractors.
Companies and academic institutions from other countries are also welcome to participate, provided they comply with Eureka participation rules and the funding requirements applicable in their own country.
Projects Should Focus On
Projects should aim to develop:
- Innovative products
- Technology-based services
- New industrial processes
- Commercially viable technologies ready for market
Projects must:
- demonstrate genuine international collaboration;
- have a clear commercialisation pathway;
- be for civilian purposes only; and
- ensure that no single organisation or country accounts for more than 70% of the total project budget.
Funding
Funding is provided separately by each participating country.
Germany
Eligible German SMEs may receive:
- Grants covering up to 60% of eligible project costs
- Maximum funding of €560,000 per industrial partner
Israel
Eligible Israeli companies may receive:
- Conditional grants covering up to 50% of eligible R&D costs
- Additional regional incentives may apply for companies located in designated development zones.
Application Process
Applicants must:
- Submit a joint Eureka application.
- Submit national funding applications to the relevant funding agencies.
- Prepare a provisional consortium agreement.
- Complete any additional national funding requirements.
Projects selected through the evaluation process will receive a Eureka Label before national funding decisions are finalised.
Evaluation Criteria
Applications will be assessed based on:
- Commercial and market impact
- Innovation and technical excellence
- Quality of the international consortium
- Project implementation and management
- Commercialisation strategy
- Overall value created through international collaboration.
