The United Nations Development Programme (UNDP) Uganda is inviting eligible national Civil Society Organisations (CSOs), Non-Governmental Organisations (NGOs) and Community-Based Organisations (CBOs) to submit information for potential partnership in delivering enterprise development and capacity-building services under the project “Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda.”
The engagement focuses on supporting beneficiary groups that will receive agriculture-related or farm-based livelihood assets, while also strengthening the capacity of District Local Governments in the project's implementing districts.
Scope of the Assignment
The selected CSO/NGO/CBO may be expected to support:
- Enterprise selection and group formation for beneficiaries.
- Training design and curriculum/content development, including training delivered before and after the distribution of livelihood assets.
- Capacity building for District Local Governments across 24 project-implementing districts in Uganda.
- Monitoring and reporting on the activities undertaken.
Geographic Scope
The assignment covers 24 districts in South-Western and Eastern Uganda.
Eastern Region: Ngora, Kumi, Bukedea, Mbale, Budaka, Butaleja, Tororo, Kaliro, Namutumba, Butebo, Pallisa and Kibuku.
South-Western Region: Kisoro, Rubanda, Kabale, Rukiga, Ntungamo, Mitooma, Rukungiri, Kanungu, Bushenyi, Sheema, Rubirizi and Buhweju.
Who Should Respond
The RFI is specifically aimed at national CSOs, NGOs and CBOs with the relevant institutional capacity and experience to provide:
- Enterprise development support.
- Capacity building.
- Business support and advisory services.
- Training and curriculum development.
- Local government capacity development.
- Monitoring and reporting.
Organisations should be legally able to operate in Uganda and able to provide the documentation required to demonstrate their institutional and operational capacity.
Information Required
Interested organisations must complete the Request for Information (RFI) questionnaire and provide supporting documentation for the applicable responses.
The RFI requests information relating to:
- Legal status and bank account.
- Certification and accreditation.
- Date of establishment and organisational background.
- Donors and partners.
- Geographic operating capacity and office presence.
- Mandate, vision and constituency.
- Areas of expertise.
- Financial position and sustainability.
- Previous projects, including project descriptions, locations, duration and budgets.
- Public transparency.
- Consortium management experience and formal alliances.
Capacity Assessment
Applicants must also complete the Capacity Assessment Checklist (CACHE).
UNDP will use the CACHE to assess organisational capacity and determine whether a CSO/NGO may be placed on a roster for rapid engagement when required.
The CACHE assesses areas including:
- Funding sources and financial sustainability.
- Audit arrangements.
- Leadership and governance.
- Internal procedures for project planning, financial management, procurement, HR, reporting, monitoring and evaluation, and asset management.
- Personnel capacity.
- Infrastructure and equipment.
- Quality assurance and organisational performance references.
Key Organisational Requirements
Organisations should be able to demonstrate:
- Legal capacity to operate in Uganda.
- Compliance with applicable registration requirements.
- An organisational bank account.
- Relevant enterprise development and capacity-building expertise.
- Appropriate financial and governance systems.
- Relevant personnel and management capacity.
- Operational presence and resources appropriate to the geographical areas they serve.
Important Information
This is a Request for Information (RFI) rather than a conventional grant or procurement award at this stage.
UNDP is gathering organisational information and conducting a capacity assessment to identify organisations that may be considered for potential future partnership and rapid engagement when relevant requirements arise.
The RFI also instructs organisations to keep responses direct, clear and supported by relevant documentation, as unnecessary information may affect UNDP's ability to assess alignment with its requirements.
