Sustainable Agriculture

The United Nations Development Programme (UNDP), through the Food Systems, Land Use and Restoration (FOLUR) Project in Indonesia, is inviting proposals for innovative Public-Private Partnerships (PPPs) and/or Public-Private-Community Partnerships (PPCPs) that strengthen sustainable commodity value chains, improve market access, mobilise sustainable finance and deliver measurable environmental and livelihood benefits.

The programme focuses on Central Aceh District and Mandailing Natal District, with interventions centred on coffee and palm oil value chains. Projects will run for 12 months from October 2026 to September 2027. 

Funding Available

Total grant amount available: USD 450,000

The funding may support eligible implementation costs including:

  • Travel
  • Meetings and workshops
  • Technical and professional expertise
  • Accommodation
  • Operational and overhead costs

Funding is disbursed against approved deliverables and supporting documentation.

Disbursement Schedule

  • 20% upon signing the Grant Agreement and submission of the detailed work plan and Deliverable 1
  • 30% upon completion of Deliverable 2
  • 30% upon completion of Deliverable 3
  • 20% upon completion of Deliverable 4 

Objective

The grant aims to establish or strengthen investment-ready PPPs and/or PPCPs that improve:

  • Sustainable coffee and palm oil production
  • Smallholder inclusion
  • Market access
  • Sustainable financing
  • Traceability
  • Farmer livelihoods
  • Environmental sustainability

The programme is designed to create commercially viable partnership models that can attract additional private investment and continue beyond the grant period.

Target Commodities

Central Aceh District

Coffee

Priority areas include climate-resilient coffee production, agroforestry, biodiversity-friendly practices, regenerative agriculture, digital traceability, sustainable sourcing, waste-to-value, smart irrigation and climate-risk advisory solutions. 

Mandailing Natal District

Coffee and Palm Oil

Priority areas include deforestation-free production, sustainable sourcing, jurisdictional traceability, digital monitoring, agroforestry, restoration, sustainable livelihood diversification, financial inclusion and green finance.

Who Can Apply?

Eligible applicants include:

  • Civil Society Organisations (CSOs)
  • Community-Based Organisations (CBOs)
  • Local private universities
  • Local research centres
  • Cooperatives

Applicants should have experience in policy assistance and natural resource management implementation

Key Eligibility Requirements

Applicants should demonstrate:

  • Legal recognition from the Government of Indonesia
  • Verified organisational bank account
  • Managerial capacity
  • Three consecutive years of financial reports, preferably audited
  • Financial capacity to manage projects of at least USD 5,000
  • At least 3 years of experience in Indonesia in forest conservation, community-based natural resource management or rural development
  • Direct field experience with local communities
  • Experience working with government, development partners, private-sector actors and civil society networks 

Applicants must also demonstrate technical experience in at least three of the following areas:

  • Sustainable coffee and/or palm oil value chains
  • Smallholder and cooperative strengthening
  • Market access and buyer engagement
  • Sustainable or rural finance
  • Traceability and certification
  • Community-based natural resource or landscape management
  • Monitoring, knowledge management and scalable partnership models 

Private Sector Partnership Requirement

Every proposal must identify at least one prospective private-sector counterpart, such as a:

  • Buyer
  • Off-taker
  • Processor
  • Financier

The partnership must be supported by evidence such as a:

  • Letter of intent
  • Sourcing arrangement
  • Memorandum of understanding
  • Co-investment commitment
  • Other written evidence of commitment

Proposals without a credible private-sector counterpart and evidence of commitment may be considered non-responsive and excluded from evaluation.

Private-sector co-investment, whether cash or in-kind, is also part of the selection assessment.

Consortium & Partnership Structure

The initiative is designed around collaboration between:

  • Farmer organisations
  • Cooperatives
  • Private companies
  • Government institutions
  • Financial institutions
  • Civil society organisations
  • Universities
  • Research institutions

A signed PPP and/or PPCP agreement that includes a private-sector partner is a key requirement.

Successful projects are expected to:

  • Establish beneficiary and landscape assessments
  • Establish or strengthen investment-ready PPPs/PPCPs
  • Strengthen sustainable commodity value chains
  • Improve certification, traceability and market access
  • Mobilise sustainable finance and private-sector investment
  • Increase smallholder productivity and resilience
  • Strengthen farmer organisations and community enterprises
  • Generate scalable partnership and financing models for long-term landscape management

December 2026

Beneficiary Verification and Sustainable Commodity Landscape Assessment

Including baseline information, farmer vulnerability assessment, GAP identification, investment planning, market-access strategy and financing strategy.

February 2027

PPP/PPCP Partnership Agreement and CoE Action Plan

Including formal partnership agreements and an implementation work plan.

June 2027

Activity Implementation

Including demonstration areas, market and buyer engagement, financing access, and livelihood initiatives.

September 2027

Monitoring Report and Lessons Learned

Including results, best practices, lessons learned and sustainability recommendations. 

Gender, Youth & Social Inclusion

The programme places strong emphasis on women and youth participation, including the establishment of at least two women-led or youth-led green business micro-enterprises in each target jurisdiction.

Proposals should also incorporate:

  • Gender-responsive approaches
  • Free, Prior and Informed Consent (FPIC)
  • Accessible Grievance Redress Mechanisms (GRM)
  • Gender Equality and Social Inclusion (GESI) considerations

Applications should target the designated Centre of Excellence (CoE) village and/or Priority Villages identified by the FOLUR Project.

Evaluation Criteria

Applications will be assessed on:

  • Methodology – 25%
  • Organisational Eligibility and Identity – 10%
  • Organisational Capacity and Experience – 25%
  • Proposal Completeness and Compliance – 10%
  • Partnership Quality and Co-Investment – 30% 

The highest weighting is therefore given to the quality of the proposed partnership and the level of private-sector co-investment.
