Programme Overview

The ABS Compliant Biotrade in South(ern) Africa (ABioSA) Phase III, implemented by GIZ in partnership with South Africa's Department of Forestry, Fisheries and the Environment (DFFE) and funded by the Swiss State Secretariat for Economic Affairs (SECO), invites qualified service providers or consultancy consortia to support the implementation of the BioPANZA MSME Pipeline Pilot.

The assignment aims to manage, categorise, technically support, monitor and refer a pilot cohort of 70 biotrade MSMEs drawn from the BioPANZA database across Southern Africa. The successful service provider will deploy and manage the BioPANZA Diagnostic Assessment and Referral Tool, provide technical assistance to MSMEs, facilitate workshops, coordinate referrals to business support organisations, and oversee monitoring and reporting activities.

Funding Information

This is a consultancy procurement opportunity. No grant amount has been disclosed. Bidders are required to submit a technical proposal and separate financial proposal.

Scope of Work

The successful bidder will be responsible for:

  • Deploying and maintaining the BioPANZA web-based referral and management platform
  • Selecting and managing a pilot cohort of 70 MSMEs
  • Supporting due diligence preparation for all selected MSMEs
  • Supporting investment readiness assessments
  • Facilitating technical support interventions for 10 MSMEs
  • Coordinating referrals of 50 MSMEs to relevant support organisations
  • Delivering peer-learning workshops and marketplace events
  • Producing quarterly, annual and final programme reports
  • Supporting BioPANZA investment committee processes
  • Monitoring MSME progression through the BioPANZA pipeline system

Required Expertise

The proposed team should include expertise in:

  • MSME development and business support
  • Biodiversity economy and biotrade sectors
  • Investment readiness and blended finance
  • Quality management systems (GMP, HACCP, ISO, GACP, GHP)
  • Export readiness and market access
  • Web application development and data systems
  • Monitoring, Evaluation, Research and Learning (MERL)
  • Results-Based Management (RBM)

Team Composition

The assignment requires:

  • Team Leader
  • Financial and Investment Specialist
  • Technical Support Specialist
  • Market Access and Export Readiness Specialist
  • Web Application Developer

The Team Leader may also fulfil one of the expert roles where appropriate.

1 September 2026 – 30 June 2028
